The Arsenal mini is wonderful, as is the Batman plus Arsenal one-shot which Devin wrote, and the Arsenal one-shot. And while I hated the art, the story arc in Action Weekly, when Roy gets Lian with Dick's help (okay, he tricked Dick into helping him) is also a must.
One of the advantages of being uh, middle-aged, is that I got to buy all these as they came out. Have you tried eBay? Especially "Want it Now"? Also, many comic shops are online now, so you can try them, too.
